This pattern is used when the speaker is quite certain his/her statement is correct, but wants to soften the statement so as not to appear to assertive. Formal expression.

Examples

奈良は日本で一番歴史の古い町の一つと言えるでしょう。 Nara is probabaly the oldest town in the history of Japan.
日本語を勉強していえる外国人は多くなってきていると言えるだろう。 It probably can be said that, Japanese learning foreigners are increasing.
