Xとは限らない means "it's not necessarily the case that X." だ before とは is optional.
例文
日本人だから漢字をよく知っているとは限らない。
It's not necessarily the case that a Japanese can read Kanji very good.
高いレストランだから美味しいとは限らない。
It's not necessarily the case that in expensive restaurants the food is delicious.
