This structure is used to introduce something commonly said about something or someone.
Examples
世界で一番長い川はナイル川だと言われているが、アマゾン川だという人もいる。
It is said that the Nil is the longest river, but there are also people, that say the amazon river is the longest.
「電気の町」秋葉原は、最近「オタクの町」だとも言われている。
The electronics city Akihabara is also referred as the otaku city.
