Usage
When the particle は follows a quantifier it adds the meaning "at least".
Examples
一週間に一回はプールで泳ぐようにしている。
I try to go to the pool at least once a week.
この街は車がないと生活が出ないから、どの家でも一台か２荷台は車がある。
Because you can't live without a car in this city, every home has at least one or two cars.
