Usage
It is X that S. Used to emphasise that it is X that makes proposition in S true.
Examples
彼が住みたがっているのは関東だが、私が住みたいのは関西の方だ。
It is my boyfriend that wants to live in Kanto, while it is me that wants to live in Kansai.
背が滝野は弟の方だ。でも、足が速いの僕のほうだ。
It is my little brother that is taller. But it is me that is faster than my brother
