Usage
The construction VerbてはVerb is used when a set of actions is repeated over a period of time. VerbてはVerb can be repeated
Examples
作文がうまく書けなくて、書いては消し、消えしては書いていたら、朝になってしまった。
I struggled to write the essay, erasing what I wrote and rewriting it repeatedly until it became morning.
僕の犬は散歩に連れて行くと、ちょっと歩いては立ち止まって鼻をクンクンさせ、なかなか前に進まない。
When I take my dog for a walk, he walks a little then stops to sniff around, making it hard for us to make much progress
