Usage
(V/いA/なA~~・な~~/N) + より + (V/いA/なA~~・な~~/Nの) + ほうが
Is mainly used to answer the question [XとYとではどちらが...ですか]
[YよりXほうが...] can be used even when not replying to a question. The nuance is then: "You would probably expect Y to be more than X, but actually the reverse is true"

北海道と東京とではどちらが寒いですか。北海道の方が寒いです。
Which is colder, Hokkaido or Tokyo?
今日は、北海道より東京の方が気温が低っかたです。
